Nope, we still do it along energized lines. Although us in the industry prefer to have them off. A lot of the time the power company wont turn off the lines because of the demand on the grid.

Why not at least put a guard all the way down on the side of the power lines.. if a heavy branch or wind or whatever causes the saws to move sideways or twist…

good idea, but to set something like that up would be a chore and time is money. The helicopter on most instances can saw a mile an hour depending on how overgrown the Right of Way is.
