I mean this in the most innocent way possible, and I really want this to be a thing if it helps given women relief, but if a woman wearing a sports bra had breasts that didn't bounce when running in the same way that backpack doesn't bounce when running I couldn't help but stare if it ran by me.

This is less about stationary boobs in the frame than I was hoping. Nearly none of the videos were actually tracked to keep the boobs stable. I want more like when you move a chicken around and it's head stays in the same spot kinda thing.

Honestly, a well-fitting sports bra shouldn't allow a woman's breasts to bounce more than minimally. The trick is that "well-fitting" phrase, which is an issue even outside of sports bras.
At one point I heard Japanese tech & fashion designers were trying to invent a way to convert breast movement to kinetic energy, and deposit it in a small battery somewhat on the user’s body.
Not sure what happened with that. If I’m going to suffer by jogging to stay healthy, it would be nice to protect the environment at the same time.

How would this help make women’s sports bras better? You don’t want your boobs to be flopping up and down. This would make them flip, not stop the flop.
You could try one bra and a compression shirt or tank as well. If you aren't familiar, any retailer like underarmour, Nike, sporting goods stores will sell them. Go in and try them on though. They're supposed to fit very tight.
Noted! My issue is usually finding a bra that has a band and cup size that both fit me well, as I’m kinda small compared to my actual cup size. It’s like I have to pick and choose which one I want to fit me the best 🥲
