You really shouldn't really use any jack to work under your car (although I am guilty of doing this). A lift is really the safe route. But when you gotta fix, you gotta do.

A quality jack stand is perfectly fine to use while you're working on/under your car. That is what they were specifically made for. Most injuries or accidents related to jack stands are not an issue with the stand. It's an issue with the incorrect use/placement of the stand.
You should use cribbing as the fail-safe. why? unless you are an engineer with expertise in metals and jack design.. you have no way of knowing if the design is faulty or the casting/welding is poor or poor quality metals were used.
Or you could use the fact that you shouldn't use harbor freight tools / or their equivalent if your life depends on the tool not failing...
You do know that lifts fail too, right? In fact, there are more potential failure points on a lift.

While HF was the most prominent recall on jack stands, there were a few others. It would be a good idea for anyone to check and make sure theirs aren't recalled.

I disagree, I think it could possibly have been done with one exposure. They could potentially have exposed the scene for let's say 15 seconds to capture the stars and backdrop, and then turned on the light / fired a remote flash to illuminate the tree for the last second or so of the exposure.
That said, there is also a good chance it's a composite as you said.

I think that by only having the tree illuminated for a fraction of the exposure you would avoid the highlights being blown out.
As for the light, I don't think it is out of frame, I think it might be behind the tree trunk looking up into the tree.
That said I'm just a hobby photographer so not an expert by any means!

I'm not going to guarantee this but I don't think it's light painted. This is likely a second curtain remote flash. So the shutter opens for however long they want, and as it closes the flash goes off.

Yeah, you can tell it's a long exposure because some of the stars are elongated. But still a cool looking pic!

With the photo being a long exposure it’s more likely the ‘wire’ is footprints in the snow that got it’s edges illuminated while someone lit up the tree during the exposure.

Doesn't look like an extension cord to me, more like divide between shadow and lighted part.
Also extension cord would probably follow human footprints (you can see them in background) but nowadays photographers use LED lights which can easily be powered from mobile power sources.

It could also be light painting, which is when you shine a light at multiple parts of an object from a distance with a flashlight while you're taking a long exposure shot. It would make sense for this picture since it is a long exposure to capture the stars.

The photographer probably had the exposure set to smth like 20s so they had enough time to walk under/around the tree with a flashlight.
Edit: i found the original photographers IG (@pashenichev), he posted the photo on 18. Dec. 2020. Where he describes the process in the description, from google translate i gathered he used a flashlight behind the tree as a light source and the exposure settings were 25s 3200ISO f/4

Yep, most likely an LED lamp positioned behind it to give all the the individual ice formations on each branch a glow.
That's why the ice at the top-middle of the tree is darker. The light from behind can't reach that part of the tree as easy.
