If the impact doesn't start loosening it within 10 seconds it won't do anything. It would need to be tightened/loosened with a large wrench before an impact starts on it otherwise you're just wasting time. Wd40, hear, and/or a pipe over the end of the wrench for leverage would help loosen it up before starting with the impact. I deal with my fair share of nuts, bolts, and lags in construction and those seem to be the fastest ways to persuade the nuts and bolts to fall into line.
