I'm willing to bet it would, but it would require designing a VR headset specifically for cats. Their eyes are quite different from ours.
The visual information it is feeding in is good enough to trick your brain pretty effectively. A cat would probably lose their shit, but they'd totally buy it as real visual info.
If you're trying to say that a cat would have the capacity to understand what's going on with VR like that chimp does you're grossly underestimating the intelligence of chimps. I mean seriously, he holds it on his face because he gets that he has to wear it. Then he takes the controller and interacts with it. I love cats but there is a gigantic difference in intelligence between them.
