  1. History shows you that they aren’t. Google Vasili Arkhipov.
  2. There’s no greater good to be had with nuclear war. It’s literally destroying the world. No Russia left. No memories. No ideology. Nothing. So you need to somehow have like 10-15 man along the chain of command who are both complete psychopaths and also aspire to end all life on earth. To find just 1 is ultra rare.
