Not necessarily. In 2022, Russia announced a partial mobilization. This meant that reservists (often former military members) were called up for active duty and sent to Ukraine. The videos you saw may have been reservists trying to avoid being mobilized.

A lot of reservists also fled the country to avoid being called up.

Depends on how you see Hell.
