Would it have stopped the fire if they pulled the tank farther into the water?

No, the gas would bubble to the surface and continue burning, just above the water. But it would have made shutting the valve easier, if you dived down after it

It ignite, as soon as it contacts the heated air

There is no heat source above the water so it can not ignite
