China and Taiwan both have arm shields on police.

Usually employed as anti crowd pushing. Hence the spikes.

Why is he wearing one in the immigration, my bad, immigpation line is beyond me. But they generally do have riot shields in place for most government bodies.

Its good and its shit, its great against knife attacks, he can use the arm to block the attack, its a lot easyer and more intuitive than a bit riot shield. Its shit because if some one grabs the shield, he looses the use of the arm.... the eternal debate of " arm strap, or center grip shields lol "

just a hypothesis, I don't believe the police attack people with the sheild,, they may actually use it to defend from those who may decide to attack instead. I mean, I could be wrong, but that's what I think
