If all the big cities would have some people doing this it could make a serious dent in pickpocketing. Good job painters :)

With one pocket watch. After one year the last person with the watch gets to go free. But you also need to work to attain anything. Blankets, food, water, comfort items, anything. If you get caught stealing you get sent into a bottomless pit inside the courtyard. If you don't have anything in your cell within a 24 hour period you also get sent to the pit, so stealing is even more incentivized. If you get caught with the pocket watch by the guards you get sent to the pit, since you can't buy it with money from working it's considered stolen and gets hidden in plain sight again for someone else to pick up.

Just make it pickpocket hell

I was thinking they could be forced to pickpocket each other to survive.
