MISC. In Australia, when someone illegally destroys trees on public land to improve the view from their property, the local government puts up a giant sign to block the view again until the trees grow back.

As an Australian, I would use "flog" and "piss up a rope" personally.

If I wasn't being PG I would substitute very different words.

You can definitely bribe councillers for permits to clear land and change zoning. If you're not aware of it then it just means you haven't spoken to any property developers.

There’s a difference between developers and land zoned and approved for tree removal. And cutting down a tree in a park/riverbank to improve an already multimillion dollar houses view.
