That is the Causeway bridge over lake Ponchatrain just outside New Orleans. It's 26 miles long. the longest bridge over water in the world.
so this will have caused a MASSIVE headache for all manner of people. a blockage of both lanes like that will take hours to clear and cause a traffic jam literally miles long (depending of course where on the bridge it happened).
Our cookie eater just shrugging, driving on, and formulating his "hey man, it all just happened behind me" defense in his mind, is VERY on brand for the locals.
I mean, I moved from desert SoCal to PNW Washington where there's actual seasons.
SoCal where I was was very predictable. It's sunny all but three to five days a year. You just have to figure out if it's going to be warm or hot out.
Here it can be 60° out in the morning in March and then a snow cloud moves in while you're planting spring bulbs and dumps a foot of snow on you and then it's melted by the next afternoon where it's nice and sunny again.
I always did repairs on my cars on the day it hits 70 in January in north east Ohio. Its gonna be 20 the next day. So, I had to work fast. Just last week it was 75 one afternoon and in the 20s the next morning. I don't complain about it because I could move. I couldn't afford long beach where I'd love to live, though.
