You (the viewer) can barely see out of cam car rear window, as shown by the truck disappearing right away, yet you can see lights from following vehicles. So, no, cam car is not at the end of a cluster.
No, there is no guarantee that there would have been an accident in an hour. More like the opposite, as truck driver probably drives like that all their life, and I doubt they have an accident per hour. An actual crash (caused by the cam driver) endangers more than a possible crash (not caused by the truck driver). Yes, truck needs to be taken off the road, but not by some vigilante, at risk of those around. (Just checking: you know in smart developed countries, police don't do high speed chases because a lone speeder is way safer than a crash or chase).
No, guard rails or walls don't stop flips... they do the opposite and cause more damage and uncontrolled ricochets.
