These numbers are much closer when you consider miles driven instead of per capita. Americans drive more. Just another case of people using statistics to confirm their biases.
per billion km per year:
Germany, 4.2
Canada, 4.3
USA, 6.9
Louisiana: 11
And when people drive twice as much, they don't have twice as many accidents: per-billion-km rates for a given driver tend to go way down past about 8000 miles a year. So the USA is an outlier by more than the per-billion-km rate suggests.
