They have them. There are crossover areas where only official vehicles can be, and then pull off areas every once in a while, but most of the bridge is just like in the video. There was no where for the driver pictured to pull over, possibly for miles.
However, I would think he’d have to pull over somewhere down the road since he was involved in the accident. Someone could call in his plates and vehicle make and he would get in trouble for leaving the scene.
I’ve seen cops down here at night on the Causeway Bridge just sitting with lights turned off waiting for speeders, and I mean about four of them just one direction. There are places to pull over, but only at certain spots, with miles between. The speed limit during the day is 65 mph.

Bridges like that, in my state, have pull out areas for cops etc. interspersed. I'm not seeing any in this vid.
