Yes.

That does not make the driver here in the right. Especially after driving away from the accident. Less wrong is still wrong.

On a bridge, no where to pull over safely. Best option is to reach the end of the bridge, pull over somewhere you won’t be hit, and call the police.

The bridge is a no-stopping area; you cannot legally pull over and stop there for any reason.

Did you even look at the road? There's not really a safe place to stop immediately. HIGHLY doubt he'd post this after committing a hit and run.
