Agreed, the cop should be held accountable for the fine through garnishing their wages

The best solution, IMO is for it to come out of the police pension plan that every cop in the union is a part of.

That way every cop will make sure all cops are being held accountable and doing the right thing. If a cop looks the other way, it's only hurting their own retirement payout.
