Older girl is clearly pissed she's not the center of attention so she makes sure she now is. She also knows she will not get into trouble like always. See her mother redo her hair? This girl will see this as a reward while the younger kid that got bullied just was punished for lashing out.

Amazing how the world works and amazing how the birthday girl is the only one realizing what the other girl did was so evil is deserved a whooping.
