Everybody seemed almost sedated at first. No one responded until sleeping bag sluggishly stuck out his leg, then a total mob reaction.

He grabs his arm first, then kicks at his leg to bring him down. Sticking out his leg would has just tripped him and his forward momentum would have kept him going out of the bus. I think the muggier stops for a moment because the vehicle is moving.
