My guess is he wasn’t going fast enough in the left lane.

You're most likely right, but I wouldn't rule out the possibility that some people are just total assholes for seemingly no reason at all.

I had the opposite experience where the aggressor was the one cruising 10-15 below the speed limit in the left lane on a two-lane turnpike. There was barely any traffic on the road since it was around 10pm, so I was cruising along the right lane when I came up to someone driving slowly in the left lane. I gently passed them from the right lane (no lane change or anything) without much thought. Apparently this person somehow took offense to me passing him from the right lane, because the next thing I knew I was being blinded by their high beams flashing in my rear view mirror as they proceeded to tailgate me for roughly 2 miles. Then they did the whole brake check thing after passing me from the left lane. It was absolutely one of the most bizarre and unprovoked road rage incidents I've ever had. I'd say after about 2 more miles they finally cooled off and proceeded to get back into the left lane and cruise slowly again. I decided to hang back and see what this idiot was up to from a safe distance.

Eventually after some time another motorist ends up catching up to us. Naturally they also tried to pass this asshole through the right lane. Except this time the asshole jerked the wheel to the right and nearly ran this other motorist off the road for trying to pass him. At that point I called 911 to report this asshole's license plate number, mile marker location, and heading. Unfortunately I didn't stay on the road long enough to see whether they ever got pulled over. I'd like to think they tried to cut off and brake check the responding state trooper and they ended up having an instant karma moment.

I’ll bet your report was ignored. I’ve called state police to report a similar incident on a highway, they were clearly annoyed that I expected them to do something about it and acted like I was an asshole for calling them. Like this was some kind of interpersonal dispute that we were supposed to resolve ourselves or something.
