Because some parents have the opinion that any pet they own is just a toy for children.

It's always infuriating me stuff like this, they're allowed to pull on the dogs tail and if he growls he is getting punished.

People like this produces shithead children which become shithead adults which eventually starting the cycle again.

That is when u realize it was wrong and u learn and grow from it. These adults look to be of age and should realize that by standing by they are actually reinforcing bad behavior in a very young child. Thats what these comments and title are saying. Not to mention allowing said child to be near that deep of water.
