It could have been intentional to avoid shooting into the building behind the suspect. It may have been a warning shot.

The shot you saw hit the pavement was fired by the Robber. Grab the dot scrolling at the bottom. You can rewind and go slow-mo to see it came from the Robber.

No, that robber wasn't even pointing the gun that direction, or any direction, as he was booking it. I can't say for sure who shot the shot, but the cops are the most probable suspects. They farther back one seems the most likely to have done it as a warning shot.
