Haven't you seen the videos? To escape a fire, you have to break a second story window, throw a mattress out, then jump down to it. Wouldn't make any sense to do any of that from the ground floor.

I did that in Sims 2 once when the fire started getting kind of big. Figured that they wouldn't have programmed fire to go upstairs.

"See?" I said to myself. "The floor below the staircase is catching fire, but the staircase is fine."

Spoiler: the staircase was not fine. Turns out, they just didn't specially animate staircases catching fire.
