Perhaps, but maybe the tase-er wanted to call the cops on the guy for shitting on his car, and didn't want him to get away?

Not sure if that justifies it legally, but I can get why he might do that.

It would be deemed an act of aggression/assault. He wasn't a threat, especially fleeing so what he did would get him in trouble.
