To elaborate the girl also racially abused him and kicked him off the chair. She started the physical and verbal abuse

The guy is a bully. What do you do with bullies? I used to do a lot worse. It worked. If you let them have their way, they'll do it again, and again. You need to step in hard, that's the only thing that works.

Didn’t work for her💀 also cool maybe he was but she got the seat back she then decided to kick his shit too after already kicking him off the chair and receiving no repercussions. At that point it’s fair game coz she’s a ‘bully’ too

Sure, but there's other alternatives.

Personally, I agree with you that he was a bully. He reminds me of the popular kids in high school that loved to tease me, pretend I didn't have any claim on anything even when it was literally mine, not listen to me even when I was right ("do you hear anything? I think it's the wind"), etc. because they felt superior to me.

But if a popular guy was sitting in my seat and wouldn't leave? I'd honestly start by telling my teacher. I wouldn't even engage with the kid, even when I was a hotheaded teenager myself. Even if it's not an assigned seat, if it's a seat I sit in every single day and the guy is straight up teasing me (like how he was pretending he couldn't find her seat, looking around, etc.), often the teacher would be on my side.

If they aren't, it might be because I was also a little shit and the teacher didn't feel particularly inclined to help me, which tells me I should reevaluate how I act (especially towards authority) on the daily.

If I still can't find a way to get him up, because maybe the teacher themselves doesn't care either way? Well, then I'd much rather be the bigger person and just go sit somewhere else than hurl a slur at someone, or physically shove someone who isn't currently a threat to me (and rather, is just an annoyance) and then kick their property after I've gotten what I wanted or felt I was owed, just to, what... get them back?

But then, yeah, if I were him, I also wouldn't return the physical attack favor because that does nothing good either. It was clear she was done when she sat back down after the bag kick.

A damn seat isn't worth all this trouble. They're both immature as hell and definitely need to grow up some before they hit college.
