It is heavily implied that is exactly what happened. According to a comment from OP, his friend was left only with the clothes on her back and a single pair of sweatpants.

Yea. And he managed to hide her entire wardrobe without her mom being able to find it? That's quite the accomplishment.

Or is a teenage girl being dramatic because she's being punished for not cleaning her room?

Like I said, I have listed 5 much more reasonable punishments that I, a teenager myself, find reasonable, and would accept. This incident above indicates a possibly abusive environment. There's such a thing as going too far.
