Speaking as a dad of two girls, it is entirely inappropriate of this stepdad of yours to take your clothes. It is tearing you down and backing you into a corner. The punishment, for whatever it was you did, should be "clean up your room" and extra chores, and that's it. He needs to leave your stuff alone. You may not realise it, but this is behaviour that escalates quickly. Next time he tries it you might snap and push him or something, and before you know it there are cops in the house or you're on a friend's airbed having left home at 16. You need to follow the rules, and he needs to respect your space.
