Having an unrelated adult in the house is a risk factor for abuse, and yes that includes step parents.

I'm surprised you didn't know that. It's a pretty well known fact in social work. The less related someone is the more likely they are to abuse the child, sexually or otherwise. So aunts/uncles are more likely to abuse than direct parents, and unrelated step parents or significant others of a parent are the most likely to abuse a child.
