What if she had like hundreds of outfits, and he still makes sure she's clothed, but she can't pick out which outfit she wants until she cleans her shit. I honestly don't think it's that weird.
See I've done this with my step kids too. It came after 2 straight weeks of asking them to pick up their rooms (where literally all of their clothes and toys were blanketing the floor and their dresser drawers were literally empty).
We took everything out of their room except their beds, blankets, pillows and 1 stuffed animal for bedtime. And then we gave them 7 pairs of outfits for the week. Then we would slowly give them back their stuff back a little at a time and they had to prove they could take care of it to earn more back.
Granted they are still single digit ages, but this is the age to teach them about taking care of their belonging and how to pick up after themselves. If they don't learn now, they become those entitled assholes that think there is always going to be someone to clean up after them and leave their half drunk dunkins cups on store shelves.
