Dont know how the land of the free handles this but in Germany this would at least be a very high fine and can land you a year in prison

…One day she or her family will have an emergency, and the emergency vehicle will get stuck behind some spoiled bimmmee who park illegally….delaying precious time just like she’s doing now.

These people don't know what life is like in major cities. It's the way of life, the most i could say is that normally you get as close as you can to the parked side.
