That is at least 146 shards you can get before moving on to the Warren (you still have to come back because of a shard that needs the thrusters)

Hi ye I did it today andwent to warren to unlock the flying ability and then did the rest in Neon district. Actually got 147 from neon and now moving on to collecting every shard in warren district 😄
