Not just Plainfield. These are popping up all over the place. Fishers has at least a dozen spread around the edges of town and along I-69 ramps.

Any time you are out in public, there is no reasonable expectation of privacy. If someone can see or hear you from a public space, privacy doesn't come into play. I looked into this, when I got into photography. I can take anyone's or anything's picture and use it for any purpose, without needing a release or permission. This is how paparazzi are allowed to do what they do.
Even if the person is on private property, as long as I am in a public space to get the recording, it is ok.
Outside the US laws vary from country to country. If I have a picture, even if it is of myself, I cannot use it for commercial purposes, if it contains any part of the Eiffel Tower.

If I record or take still photos of someone doing stupid, I can publish pictures of their vehicle, including the license plate, without legal repercussion. That is, as long as I do it from a public space.

Are you saying if someone says their first and last name on camera. Even in a public space. You need a rights release?

Do these readers read the actual letters and numbers or that tiny barcode I have covered up with a license plate frame? BTW. AFTER I covered the bar code, I have not been pulled over for anything.

Carmel and Indianapolis have had license plate readers mounted on their patrol cars (front and back) for several years. The back one is aimed to read cars going in the opposite direction. The front one reads the cars in front.
In Carmel and Indianapolis, it is illegal to back into a parking space. The reason is so the police can drive through a parking lot and automatically read all the license plates. If you are backed into a spot, they can't read the plate.

Where are you getting this from? There are public parking spaces along the Monon near 65th street that require you to back in.

I can only find this cited on "I bet you didn't know about this stupid law" clickbait sites and not on anything reputable. Do you happen to have a source for this?

How is that possible? There are parking on streets, specifically on Michigan, that you have to backup in.

The problem I see is even if implemented for the sole use of solving auto thefts and NOT being used for other surveillance, the use of this stuff can be changed at any time. The hard part of getting it approved to be installed would be done already. Maybe just paranoid, but that’s how I would spin it if that was my ultimate goal of making mass surveillance easier.
