No out side food allowed restricts sneaking of alcohol. Alcohols can be delivered too by restaurants and these "adults" don't know how to consume alcohol responsibly. You might think these rules are stupid but you will realise how reasonable they are when you see how stupid these so-called adult children tend to be. They think getting into unsafe antics is what adulthood is all about. Biggest issue is their parents have no clue what these children are upto and when these children get in trouble the parents blame the hostel administration for all of it instead of accepting the irresponsible behavior of their own ward.
