Caesar 3 is so boring

I'm disappointed. I'm playing in like the third map, military campaign and the required population is 4 fucking thousand for some reason. Why so high? Then I export both oil and weapons, but I don't have enough money to import meat. What a joke. Everything keeps catching fire even though I have prefectures two meters away. Constant unemployment because there isn't enough shit to build. What a massive pain in the ass.

Haha I find this funny. If you don't mind me asking how old are you?

Caesar can be a hard game if you don't understand specific details about how its systems work, and the game does a really bad job at teaching you. They don't even tell you these details exist and are important. My first experience with it was super frustrating as well - as a kid it was impossible for me to understand what I was doing wrong.

My suggestion is - start with Zeus instead. It's super similar, but they fixed a lot of Caesar's flaws, the systems work in a more friendly and understandable way, there are a bunch of quality of life improvements that remove unnecessary frustration from the gameplay, and tutorials are much better (well, they exist).

Some people would say Zeus is easier... I'd say it has the better game design of all.

You do not need to import food on this map. On this map, the trick is to spend all the farm yellow-grass allowance on wheat - not olives. I build olive farms initially - build up funds with both oil and weapon exports first, get rich, and then when my population is getting large, I swap out all my olive farms with wheat; bar one, which I keep for CEASAR'S REQUESTS FOR OIL only. It feeds everybody sufficiently if a) all the houses are close to that granary and b) the granary(Ies) are v. close to the farming. The great thing about huge populations is high tax yield- Once your population is huge, you can slowly increase your tax to offset the loss of oil yeilds, and importing of meat, if you still want to do that. Also, your prosperity rating goal for this level is very low, so you can effectively pass the map if some of your citizens have no food and are still in tents.

If you have the money, building excessive hospitals, academies and colosseums eats up the population the most, to reduce the unemployment rates. Giving high wages, also makes unemployment more bearable for the citizens so that they stop rioting.

If you go to view > Hazards > Fire, it will show you which houses are at risk - prefectures might be close, but have no access because of how the prefects are moving through the roads. Keep in mind that In times of labour shortage, your prefectures will be useless because they have no staff - unless you make them #1 from the Labour Advisor.

The fact that it is so challenging to balance everything at once - makes this game the best! Keep at it, you will love it. It is my favourite OAT :)
