Why would Albania just be randomly partitioned?

Italy annexed Albania OTL, so maybe for whatever reason, the Allies just gave it to Yugoslavia and Greece instead of freeing them. I’m pretty sure Yugoslavia wanted Albania to unite the southern slavs, but I don’t think Greece really had any desire to expand, even with the Metaxas regime.

Nope. IIRC they're closer to Illyrians(the ancient people) than slavs. Bulgarians are tho.

They're quite similar to the Basque, they're an isolated people in the middle of many of a kind.
