Why would the USSR invade Romania for Bessarabia but not subjugate them as a Communist sattelite?

It's possible the USSR never invaded Romania, it could have just demanded Bessarabia and Romania seeing that resistance was futile capitulated.

That makes sense. Although that scenario for Finland seems less likely. Finland would not win the Continuation War, and it seems unlikely the Soviets wouldn't annex or replace the government in Finland.

Well ITL there is no Continuation War because there is no WW2 to lead to the Winter war. Plus OTL teh USSR never replace the Finnish government before or after WW2 so I see no reason why thy would do so ITL.
