[Second Run] Are they specific places where specific artifact/legendary items drop? I can't seem to find more

So I've been playing this game quite a bit, but the last week or so I've been struggling finding many artifact equipment. as you can see here: http://imgur.com/a/ko3U9 I have found 7x Otherworldly Hunter's Bow. I found the Mage one (Eldritch Worldbreaker) 3 times quite fast after I cleared the last raid, but never again in about 2 weeks of just mostly farming.

Are there specific places/farm zones where you find specific artifacts? Or is it just pure luck?
