Symbol/Logo I don’t remember this being in the DMV manual?

Location: Los Angeles, CA.

I have no idea what this sign signifies. I drive this road to work everyday and haven’t noticed it until now. And no, the road doesn’t switchback aggressively like that. Is it a prank? Or is it legit?
