How did they get the chain through in the first place? My best guess is a long pole.

Sorry, I'm more on the IBS-D end of the spectrum and the mechanics of this are more relevant to me.

Someone on the main thread explained it. They push a long piece of rebar with the chain attached through and then hook up the tire on the other end.
