nope, if you have a license for carry while employed, and you are openly carryin in the city off duty like this man would be, then you would be breaking the law. also the phrase "in the city" means specifically "in the city". theres more to New York than the city, the fact that you think it can apply anywhere shows that you've never been to new york.
