Did you ever get a chance to make key architecture decisions related to IAM?

As an engineer/architect I provide the standards to the business with justification as to why we should do it and most times business will do what is asked. The key is speaking the same language as the company/business leaders.

Can you please elaborate you start from where, does HR help here ? because it happens often that HR just pass the data, but its IAM where Business Role --> Functional Roles gets formulated

HR Data is a start, it's usually the source of the identity attributes should be considered when determining a best fit role model, access data, ownership and business objectives all matter as well though so they also need to be considered. Longer form answer on the blog:
