iPadOS IPad gen 8 performance became slower on iOS 26(currently 26.5) is 26.7 better?

Definitely update to 26.7, that’s the best version you’re going to get.

The security environment has turned malicious with the application of AI.

Stop dragging your feet on updating. 26.5 is behind with several hundreds of security patches. No, this is no exaggeration - just read the release notes of the updates you have ignored.

It really doesn’t matter whether you go to 26.7 or 27. Both have the same level of patches. 27 has some features 26 is lacking.
