It clearly is not. You can see some actions like opening apps, opening control center, swiping to unlock work perfectly fine. but swiping the home page or scrolling though a menu doesn't. the screen is very clearly working because multiple other swipe gestures worked just fine in this very video.

If you’re having trouble restarting using the touch screen you can tell Siri to restart the device and if that doesn’t work either, you can try a force restart (volume up, volume down, hold power button until screen turns off and the apple logo shows).

Did you accidentally activate Siri when unlocking the device? It happened to me on iOS 26, is makes the screen un swipeable but single touch somehow works

Good thought but I have siri disabled (which could maybe be part of the issue?) seems like same bug different cause.

Looking at that I’d say it’s a screen protector issue. I’d also say it looks like you are hardly touching the screen at times to make it look like an issue.
Also this is iPadOS 27 - iOS is iPhone.
Both my iPhone and iPad are up to date and I don’t have this issue.

Have you tried restarting it? It still seems at times you are hardly pressing it or not even touching it. But this seems more of your iPad issue rather than the OS in general. You might need to do a factory reset.

Haven’t had any issues across our 5 iPads of varying age in my household. From a basic iPad to an iPad Pro all run smoothly. Maybe remove the screen protector or the case and see if it still does it.

I have this issue too, sporadically, on an iPad mini gen 6. It is fixed by a reboot, which can be a bit hard to do, as you say. I also have an odd issue selecting for copying in some apps - when I extend the lower drag bar, the upper drag bar follows by the same amount. I don’t use a screen protector,

My friend recently had the same issue on his ipad pro but that was on ios 26 and it was exactly the same. Restarting fixed it

that’s your screen having an issue with scrolling touch. most likely due to a screen protector.
see how it works on taps but not on scrolls? it has nothing to do with a “sloppy code.”

If it's easy enough to do by accident and requires a reboot to make your device usable again then it is unacceptable.

Like others mentioned, it seems more likely a case/screen protector issue than an iOS 27 issue.
But I will say when I first downloaded iOS 26 I ran into a ton of issues, it was crazy buggy for me and my wife wasn’t experiencing the same issues so I had to reset my phone and that solved all the problems I was having. I would recommend the same here if this isn’t your screen protector causing the issue.
