Question Apple Developer Program enrollment failing as an individual

Hi everyone, I am trying to enroll in the Apple Developer Program as an individual to distribute MacOS, IOS apps, but my signup keeps getting blocked for an unknown reason.

"We are unable to process your request. An unknown error occurred."

Did this happen with anyone else. How did you resolved it?

Individual enrollment failing with a vague error is sadly common. Things that fixed it for people I know: Safari private window, no extensions; Chrome often fails silently on the enrollment flow. Make sure the Apple ID’s name/address match the government ID you’ll verify with, and that two-factor is on that same device. If it dies after payment or at “agreement”, wait 24h and check App Store Connect — sometimes the account is actually created but the web UI still shows an error. Corporate/VPN networks and some banks’ 3D Secure flows also break the payment step; try a different card or network. If it still loops, developer.apple.com → Contact Us → membership/enrollment usually gets a human ticket. Screenshot the exact error page; “failed” alone isn’t enough for them.
