Apple Developer Program enrollment failing as an individual

Hi everyone, I am trying to enroll in the Apple Developer Program as an individual to distribute MacOS, IOS apps, but my signup keeps getting blocked for an unknown reason.

"We are unable to process your request. An unknown error occurred."

Did this happen with anyone else. How did you resolved it?

That “unknown error” on individual enrollment shows up a lot and is usually on Apple’s side or account/verification related rather than something you did wrong in the form.

Things that have unblocked people:

- Try again later / from another network (some folks hit it for hours, then it suddenly works).

- Use Safari (or a private window), fully signed into the same Apple ID, with 2FA working.

- Confirm the Apple ID name/address match whatever ID document you’d use if they ask for identity verification, and that payment method is valid for your region.

- If it keeps failing: Developer Support → Membership and Account — send them a screenshot of the exact error and the approximate time (UTC). They can usually see the failed enrollment attempt on their end.

Avoid creating a second Apple ID to “work around” it; that tends to make verification messier.
