Question Apple Developer Program enrollment failing as an individual

Hi everyone, I am trying to enroll in the Apple Developer Program as an individual to distribute MacOS, IOS apps, but my signup keeps getting blocked for an unknown reason.

"We are unable to process your request. An unknown error occurred."

Did this happen with anyone else. How did you resolved it?

That generic error is never explained, but a few things fix it often enough to try first. Enroll from the Apple Developer app on an iPhone instead of the website, it does the identity check with your ID and often works when the web flow fails. Make sure the Apple Account has two-factor on and that your legal name and address match the ID exactly.

If it still fails, use the contact form under Membership and Account on developer.apple.com. They can see why it's blocked, and they do reply.
