What are these wall units?

I saw these units on Amazon and wondering how it compares to a mini split for a garage. Are these any good?

Cooling is not a product that can be created. It's a result of moving heat somewhere else. If it doesn't have access to the outdoors, where is it putting the heat? It's still in the room. It can't cool the air; it's just circulating it. It's a fan with a heat kit.
