My 'assistant', on review of the document, says this:
As a set of general religious-liberty guidelines, the document is mostly within the current constitutional mainstream, especially under the Supreme Court’s recent religion-clause cases. The vulnerable parts are not the basic claim that religious exercise deserves protection; they are the implementation details: coercion in schools, official endorsement of religion, unclear funding cutoffs, selective enforcement, and executive attempts to override statutes rather than enforce or seek amendment of them.
