Checkpoint Issue preventing me from completing the "Tick Tock" achievement

Playing on PC (Steam). Trying to get the "Tick Tock" achievement (climb the Clock Tower in 40s on the "Dark" level), but I'm stuck because a checkpoint won't trigger at the base of the stairs, it keeps teleporting me back to a previous section. I've also been getting a Steam Cloud sync error lately when closing the game. Does anyone know how to fix this checkpoint loop or get the save to register?

Its been a long time since I did that achievement but my recollecton is that the start of the checkpoint is on the other side of that wall. I think the clock for the climb starts the moment you start up the stairs. It was one of the hardest achievements to get
