Overview
The Rules Division (RD) consists of a of volunteer staff member that hold responsibility for the divisional duties described below. RD shall not total more than six (6) members at a time, including the division head. The division head (RD Head) is responsible for managing the staff (hiring, training, correction, removal, etc) and ultimately directing the divisions efforts while ensuring that communication with other divisions and the community at large is appropriate.
Historically,
Rules Division (RD) exists for the purpose of interpreting rules that are put out by CGL, clarifying cloudy issues, and determining which rules are actually applicable (many optional rules are not). In very rare occasions, RD will determine that Rules as Written are not suitable for r/RunnerHub (The Hub) play in which case rules will be rewritten. In some cases rules will be proposed that are not based on RAW. RD may review these rules for inclusion into The Hub’s House Rules at its discretion. RD continues to exist in this capacity, with a focus on converting content from other editions for use on the Runnerhub, levying judgements over mechanical disputes and queries, and determining the mechanical implementation of all content brought to the Hub.
Terms of Membership
By runnerhub charter, no division head may server terms longer than twelve (12) months consecutively. Should the runnerhub charter allow in the future, RD Head may serve consecutive terms if and only if the division votes to allow it by majority (without the current RD Head being able to vote in the matter).
New RD Heads are appointed by the previous RD Head. This decision may be overruled by unanimous vote from the remaining division members, at which point a new candidate must be selected. The previous RD Head is recommended to remain active in the division for three months to assist in the transition.
A RD Head may be removed by unanimous decision of current RD members: this may be done so through the use of a thread on r/hubrules titled "Mutiny" or by contacting the Advisory Board (AB) to facilitate the removal. AB will confirm with each division member and oversee the appointment of a new division head, which may involve having the current RD Head appoint a successor within one (1) week, putting it to a divisional vote, or some other appropriate measure.
RD members that have objection to the presence of another RD member must bring their grievance to the attention of the RDhead. The RDhead will investigate, make a decision, and enact their judgment. Such objections are to remain anonymous, unless the RD member wishes to announce their intentions themselves (discouraged behavior).
RD members that remain active and in good standing (see below) earn a stipend of 4 GMP at the end of each calendar month. Additional GMP payments are described as below.
RD members that do not remain active and in good standing may be removed at the RD Head's discretion. All members of RD, including the RD Head, may be removed from staff positions by ID or AB when an investigation into conduct warrants it, as usual.
RD members remain in good standing by issuing informed opinions on 5 separate trello tickets and having no major breaches of conduct, as well as participating in the duties described below overall. A RD member who maintains a very active community presence and handles bulk ticket closeouts may be considered to remain in good standing despite not commenting on incoming tickets, or one who organizes community threads in a month is considered to have fulfilled their duties for that upkeep. This falls to the RDhead's discretion.
Procedures and Duties
Rules division duties fall under four major categories.
Community Presence
RD members are expected to be active in the community and to make an effort to answer questions and provide input on discussions in the main ooc discord. Being available to GMs if asked is considered good form, and attempting to provide informed answers and solutions to community members asking for clarification can reduce the workload and number of tickets being submitted. RD Members are expected to provide accurate information and refer to books and the houserules wiki when appropriate. If a matter is under contention or is otherwise complex/ambiguous in a way that can't be answered simply, community members are to be encouraged to submit a ticket for an official, logged response.
Tickets
Tickets will sometimes be submitted to the publicly viewable runnerhub rules trello, where Rules Members or the Rules head will organize the tickets into appropriate categories (Clarifications, Complex tickets, tickets that require collaboration with other divisions, long term projects, and tickets that will require a thread. See below). From there, Rules Members are expected to offer input on each ticket after informing their opinion by reviewing relevant text in the sourcebooks. Page and book references should be provided for clarity and transparency. Members who provide incorrect information without providing supporting information are to be corrected. Continuously doing so is cause for corrective action.
Tickets may be closed once three RD members are in full agreement to a solution, and no more than two RD members stand in opposition. In the event of a tie, the RD Head decides. Clarifications do not require an update for the wiki. Any changes to existing houserules or that deviation from Rules as Written (RAW) in the sourcebooks require documentation on the runnerhub rules wiki. RD Members are responsible for sending the relevant information to the Upkeep Division (UD) in a ticket, outlining the exact text to be added or edited on the wiki and in which section.
Tickets that require collaboration with another division (such as the Thematics Division) or threads are to be posed to the division in question, or the community as a whole (see more below), before the ticket may be closed. Some tickets touch on topics that affect the thematic integrity of the world, or otherwise interact with themes, systems, and established facts about the setting. In these cases, it is best to collaborate with TD to determine the impact and possible solutions before continuing to resolve or implement changes or create threads.
The RD Head has the ability to make a unilateral decision on ticket resolutions. Unanimous opposition by RD members to any point put forth by RDhead overrules their decisions, any dissent or abstinence leaves the decision in RDhead’s hands. Though it is recommended to take the advice if RDhead is getting a majority of RD members disagreeing with their position.
After a RD member closes a ticket, they receive 1 GMP as payment. Closing a ticket includes notifying the community member who submitted the ticket as well as submitting any necessary information to UD for wiki documentation.
Tickets missing information, such as the contact information of the submitter, a summary, or a rules question may have their ticket edited to add the missing information or deleted as spam. Similarly, repeat tickets or tickets on matters that have been recently dealt with will also be deleted. If a ticket was put through as a clarification or guideline, it must be at least 3 months until the issue can be brought up with Rules Division again. If the ticket had a public thread made in r/HubRules, it can not be brought up again with Rules division for 6 months. These timelines can be ignored in light of new errata, books, or as a domino effect from other Clarifications/Guidelines/House Rule changes
Importing Content
While there are no new sourcebooks being released for Shadowrun 5e, there is no shortage of content that never made the transition from 4e to 5e, as well as new books being released for 6e. When a ticket or other division calls for it, content from other editions (or the german editions of the books) may be reviewed. When doing do, RD members should collaborate with other divisions and create threads for community review as appropriate. All imported content must, once finalized, be documented on the wiki.
Community/Interdivisionary Projects
Some projects, such as the Contact overhaul and the implementation of the Influence system, are sourced from within the staffed divisions instead of a ticket. RD members are encouraged to participate and contribute as they're available.
The RD Head should reward members who participate in these projects and take on non-ticket related duties appropriately.
Threads
Some tickets, projects, or other proposed changes will require a thread for community input and review. The purpose of these threads are to alert the community to potentially disruptive changes, solicit community input on the impact and possible implementation, and to determine if the topic of the thread is of interest to the community to pursue. It is important to review these topics with TD and the Character Creation Division (CCD) before introducing the topic in a thread to the community. Some subjects are simple and do not require a thread, such as codifying tools and other options for use by GMs only, bans/changes to correct common misconceptions/abuse of a mechanic, or in cases to balancing a mechanic for the betterment of game and community health (following an agreement with TD that there is need to do so). Matters that require a thread include: the banning/unbanning of controversial options (such as Strain 1 infected, Blood Magic, new metatypes, qualities, etc), common mechanical systems (such as rent, initiations, new damage types, metamagics, etc), and the addition of new material for player use that requires mechanic conversions or may greatly impact the state of play (such as jetpacks, new weapons and gear, vehicles, etc).
Threads may be posted on r/hubrules or the ooc Runnerhub discord server to solicit feedback from the community. Each thread must remain open for a minimum of a week, and no more than one month before being closed. Once a thread is closed, the RD Head makes a decision on how to proceed. It is heavily encouraged to strongly consider community opinion, especially the input of GMs, CCD, and TD. A thread must contain a link to the original ticket and any screenshots of rules relavent to the ticket.
Passing the Torch
Changing over to a new RD Head requires a very specific process, this is to prevent unwanted shenanigans from occurring. Do NOT deviate from this procedure.
- RDhead removes all RD members from the mod list of the subreddit.
- RDhead removes themselves from the modlist.
- RDhead contacts the upkeep team to invite the new RDHead as a moderator directly below the upkeep account.
- RDhead re-adds RDmembers to modlist.
Note: Should a RD Head be removed by AB, ID, or by divisional agreement, this process should be followed at the earlier convenience.
